Kementerian Sosial (Kemensos) berencana melokalisir kawasan prostitusi
di sebuah pulau terpencil Indonesia. Hal Ini meniru langkah pemerintah
Malaysia yang memusatkan kawasan perjudian dan prostitusi di Genting
Island.
"Ini agar praktek prostitusi ini tidak sampai menyebar luas. Sudah ada gagasan memindahkan tempat lokalisasi di pulau. Tujuannya, untuk melokalisir saja," kata Dirjen Rehabilitasi Sosial Kemensos Syamsudi usai bertemu Gubernur Jatim Soekarwo di gedung negara Grahadi, Surabaya, Rabu (18/4).
Menurut dia, langkah Jatim yang sudah memulangkan sekitar 700 orang PSK dari kawasan lokalisasi Dupak Bangunsari Surabaya, tidak bisa menjamin kalau mereka tidak kembali. Apalagi, jika tidak disertai bantuan usaha dan pelatihan untuk pekerjaan yang lebih layak.
"Gagasan melokalisir PSK di sebuah pulau, masih perlu persetujuan semua pihak. Nanti akan dibahas bersama menteri, tokoh agama, tokoh masyarakat, perguruan tinggi, alim ulama dan PSK itu sendiri," tandasnya.
Sementara itu, Kemensos hanya menganggarkan Rp 8 miliar dalam tahun ini untuk mengentaskan PSK, melalui kegiatan pelatihan UMKM dan workshop. Pihaknya mendukung langkah pemprov yang akan menutup lokalisasi secara bertahap.
Mengenai wacana melokalisir PSK di satu kepulauan, Soekarwo memastikan hal itu susah terwujud. "Yang bisa dicarikan solusi problem ekonomi dan sosialnya. Mereka PSK disuruh pulang kan mau, diberi pelatihan juga mau, kenapa harus dilokalisir dan melegalkan praktik prostitusi," tegasnya.
Pakde Karwo--sapaan Soekarwo--mengaku masih ada kendala dalam hal problem sosial bagi para PSK ketika sudah dipulangkan dan diberi modal usaha Rp 2,5 juta per orang. "Kalau kembali ke kampung halamannya, apakah diterima masyarakat sekitar? Kami tadi dengan Kemensos masih diskusi konsep, solusi apa yang paling tepat dalam mengentas lokalisasi di Jatim," kata dia.
Berdasarkan data, Jatim ternyata menjadi provinsi yang memiliki banyak lokalisasi. Tercatat ada 47 tempat pelacuran yang tersebar di 33 kabupaten. Dari 47 lokalisasi itu terdapat 1.037 orang mucikari dan 7.127 wanita tuna susila (WTS). Jumlah terbanyak ada di Surabaya dengan 6 lokalisasi, 534 mucikari dan 2.321 WTS, atau sekitar 30 persen dari seluruh total jumlah WTS yang ada di Jatim.
