"Jika melihat data ini, ada dua persepsi positif dan negatif," kata Wakil Gubernur DKI Jakarta Basuki Tjahaja Purnama di Balai Kota, Jakarta, Selasa, 22 Oktober 2013. Basuki menuturkan, harusnya masyarakat sadar untuk melakukan tes kesehatan sehingga HIV bisa dideteksi sedari dini.
Sayangnya, data ini juga menyatakan bahwa masih banyak masyarakat yang belum tahu mengenai bahaya HIV/AIDS dan penularannya. "Khususnya masyarakat kelas bawah," kata Basuki. Apalagi orang yang sering berganti pasangan saat berhubungan badan. "Misalnya, sekadar pakai kondom, baik pekerja seks maupun pelanggannya sama-sama tidak mau," ujarnya.
Padahal, separuh dari angka pengidap HIV/AIDS disebabkan seks bebas. Dengan demikian, para pekerja seks dan pelanggannya adalah strata sosial yang paling rawan terpapar virus mematikan tersebut. Lebih parah lagi bila pelanggan sudah berkeluarga dan berpotensi memaparkan virus HIV/AIDS pada istrinya. Jika istri kemudian hamil, potensi anak mereka tertular HIV/AIDS juga besar.
Berdasarkan data tahun 2009, ada 10 ribu kasus HIV dan 3.000 kasus AIDS. Jumlah ini kemudian meningkat dua kali lipat pada tahun 2012. Ada 21 ribu kasus HIV dan 6.000 kasus AIDS di Provinsi DKI Jakarta.
